Since 2010, Baltimore City's Vacants to Value (VTV) initiative has been focused on eliminating blight in neighborhoods such as Park Heights and citywide. The focus of the VTV program is to clean up and redevelop Baltimore's vacant and abandoned properties more quickly, efficiently, and economically. City owned properties can be purchased through the VTV program for homeownership, sale, and rental. Incentives may be available for anyone interested in purchasing a property for their primary residency in the Baltimore City.
