Since Baltimore City began its Project 5000 in 2003, the Baltimore Department of Housing and Community Development has been focused on gaining ownership of vacant and abandoned properties in Park Heights and the surrounding communities. Along with their legal team, the City has been acquiring properties at tax sale foreclosures. Their activity has attracted attention from the private market as well.
