The Pimlico Community Development Authority was established in October 2005 and was restructured in November 2008. It receives funding from a special horseracing fund twice annually in order to pay for services in the communities within a two-mile radius of Pimlico Race Track, including Park Heights.

The PCDA is chaired by the Baltimore City Planning Director, and includes the Maryland State senators for Districts 40 and 41, two delegates appointed by the House Speaker from Districts 40 and 41, and 10 members, five of whom are residents or business owners in the area, appointed by the Baltimore City Mayor.
