In the past, many plans for Park Heights have focused on smaller, individual projects. While these may be successful on their own, they ultimately fall short of their goal of revitalizing the community. In their full-minded focus on one project, they ignore the blighted houses around the corner and the trash-strewn vacant lot at the end of the block.

The Park Heights Master Plan attempts to be more comprehensive, to provide broad land use strategies that will yield lasting change. It will allow larger projects and more projects to be completed so that change can happen at a sufficient scale to have an impact, and will provide context for individual projects to fill in the gaps.
